Konstantin Kisin distinguishes between deliberate targeting of civilians as terrorism and collateral damage occurring during military operations to achieve legitimate goals.

“One of those things is called war, the other of those things is called terrorism, and there's a big difference between the two. Strapping a bomb to your chest and getting on a bus is very different to going to war and attempting to rescue hostages in the process of which civilians get killed.”

She believes that Israel's response to October 7th constitutes collective punishment and violates international law due to the scale of civilian casualties, particularly children.

“you are very much in line with nyah's right-wing government who thinks that and therefore thinks it's appropriate to violate international law by doing Collective punishment on the population literally starving them to death having them on the brink of famine killing 13,000 kids”

He argues that the conduct of the war is unjust due to the high rate of civilian casualties and the use of imprecise munitions to target lower-level militants.

“I don't think it's a just War for two reasons I agree with what Briana said very much about the specific conditions under which this war has been fought”

Killing innocent people is morally wrong regardless of the justification or context.

“When it does, at the very least, you apologize for it and say that was wrong. What you don't do is say no problem cuz it's a huge problem and you'll be judged for it.”

While besieging a city is lawful, it inevitably leads to collateral damage which must be acknowledged and not dismissed.

“And it's lawful to besiege a city, but there's going to be that collateral damage which can be used as a euphemism for for killing civilians.”

Governments have a moral duty to avoid collective punishment of innocent populations, even in response to acts of terrorism.

“But governments shouldn't run like enraged family members because then you're going to make a lot of vicious decisions that affect tons of innocent lives.”

Targeting and killing civilians in response to the actions of militant groups is unjustified and immoral.

“I don't know how anyone can see these scenes and think, "No, no, this is totally justified. This is totally okay."”
