The federal government is using racial profiling and massive traffic enforcement operations to intimidate and target immigrant communities in Memphis.

“And so, they are racially profiling. They are driving around looking for anybody that has brown skin. And so, the stops are always instigated by a Memphis police officer, Shelby County Sheriff, or a state trooper, and they are being followed by between one and 10 unmarked cars”
