Humanity is currently a level zero civilization because we cannot harness the energy of natural phenomena like hurricanes or earthquakes.

“Do we command the energy of hurricanes or tornadoes or No, we run away from them. We buy, you know, toilet paper and run away from earthquakes and tornadoes and and and volcanoes. And so we're not even at level one civilization. We're level zero.”
