After more than 36 years, the woman known as Clarion County’s Penny Doe has been identified as 19-year-old Windy Buchanan. Authorities say Buchanan’s remains were found in Monroe Township, Pennsylvania, in 1990, and her death was ruled a homicide. DNA testing and genetic genealogy finally helped answer the first question in the case: who she was. The second question remains unanswered. Pennsylvania State Police say the investigation is still active as they continue working to determine who killed Windy Buchanan.
