He suggests that private sector involvement in the NHS has been normalized to a degree that undermines the state-funded system, particularly regarding staff migration.

“I just wonder if to that extent there has been a bit of Trojan horse stuff going on the private sector has become normalized in a way that is continuing to undermine the state sector in so far as it applies to how we see the NHS”

Government investment in the NHS must be coupled with structural reform to be effective and politically sustainable.

“Tony Blair was always of the view that the the massive investment that we promised had to be Allied to reform that if you just sort of basically put the message that all it ever needs is more money and there's not reform alongside it that that becomes problematic”

The NHS requires reform to improve productivity and should leverage new public-private partnership models to address capital investment needs.

“there are forms of public private partnership that that companies are willing to get involved in if we come up with the right model there's not been any kind of model for 9 years that has to be one solution on Capital”

He believes the NHS needs to be disaggregated to allow local leadership to effectively manage the system rather than relying on central control.

“my learning was it was unmanageable and my second learning which was probably even more important was that we treated the NHS as governments around the world treat their Health Care Systems as if they're different from any other system or institution”
