Rory Stewart believes manifestos are rarely written by senior politicians, but rather by small, insulated teams of advisers.

“I remember 2017 I was campaigning I was out on the streets the Manifesto had been written in a very small room by Theresa May friend of mine called Ben gaver I think Nick Timothy and Fiona Hill who were her special advisers we got absolutely no say on what was in it”

Manifestos provide a government with a clear sense of direction and allow for better implementation of policy through the civil service and parliamentary processes.

“I think it should matter and I think that I completely agree with you as well as the Constitutional role the Lords Etc I think actually having manifestos can be what give a government its sense of direction”
