He believes the House of Lords has become an out-of-control, undemocratic system and should be significantly reformed.

“How can this be a modern democratic system for the scrutiny of the laws that affect every the lives of every single person in this country? And I just think we've allowed it to become this outofcontrol monster.”

He argues that the House of Lords is necessary for legislative scrutiny because the House of Commons fails to perform this function due to strict party whipping.

“And the Lords catches so much, okay, which which brings me to the the sort of bigger point. We're creating now a House of Lords, which is going to be very difficult to staff.”
