Sandra Birchmore’s friend contacted the Stoughton Police Department on January 20, 2021. Federal prosecutors say the call exposed her relationship with officer Matthew Farwell, and a police employee passed the information to him. The indictment does not identify who gave him the warning. That unanswered detail matters when the person named in a complaint has access to the same department receiving it. Prosecutors allege Farwell later killed Sandra and staged her apartment to make her death look self-inflicted. Farwell has pleaded not guilty. His defense argues Sandra took her own life. Farwell’s twin brother William was also a Stoughton officer. A department investigation found misconduct involving William, Matthew, and former deputy chief Robert Devine. William agreed to permanent decertification in September 2024, with state records citing unauthorized database searches, inappropriate on-duty messages, and false information to investigators. Those findings do not establish that William was the unnamed employee who relayed the January call. Another dispute now reaches the department’s leadership. Chief Donna McNamara alleges in civil litigation that Town Manager Thomas Calter told her to destroy a report from a second internal investigation connected to the Birchmore case.
