Sandra Birchmore entered the Stoughton Police Explorers program as a young teenager. Years later, a former officer from that department sat in federal court and admitted he had sexual contact with her while working as a police officer. The witness was William Farwell, twin brother of Matthew Farwell, the man on trial for Sandra’s death. On October 26, 2026, prosecutor Brian Fogarty asked William if he had ever engaged in sexual contact with Sandra while on duty. His answer was, “I did.” William testified under a grant of immunity and said the relationship began in 2018, when Sandra was an adult. That distinction matters: his account of when his relationship began is his testimony, while prosecutors allege Matthew began grooming Sandra when she was a minor in the Explorers program. The Stoughton department’s internal investigation found inappropriate relationships involving Matthew, William, and former deputy chief Robert Devine. Sandra’s civil case raises questions about the access officers had to young people through a police-sponsored program, and whether safeguards could have stopped the conduct. Those allegations and findings are not convictions for murder. Matthew has pleaded not guilty. Federal prosecutors allege he killed Sandra and staged her death as a suicide in February 2021; the defense says she died by suicide. Criminal defense attorney Bob Motta and retired FBI agent Robin Dreeke join me to examine William’s admission, the limits of his immunity, and the institutional decisions that preceded this trial. The jury must judge Matthew on the evidence against Matthew. The public can still ask how a police youth program became the starting point for this entire case.
