The integrated yard program and the practice of setting up and covering up fights between inmates was an abusive and corrupt system.

“So, officers took it upon themselves sometimes to set those those fights up and then cover them up like in Preston Tate. These inmates knew that basically they had to come out and and get involved in a physical altercation to save face amongst their own gang.”

Management within the prison system often ignores or actively creates dangerous conditions, such as improper inmate housing, that lead to violence.

“the administration does not care. They do not heed advice from their subordinates. And even though we tell them do not mix these group of inmates, they continue to mix a group of inmates knowing the repercussions.”
