He argues that prosecutors are now facing increased scrutiny from grand juries that are rightfully demanding more evidence and information.

“These prosecutors, people are looking at these prosecutors now with cross eyes. They're going to now have to provide a whole lot more information, I believe, to these grand juries before which these grand juries come back with that 98%, you know, uh, acknowledgment of the indictments.”

Special grand juries investigate complex cases while ordinary grand juries evaluate testimony to decide whether to issue indictments.
